Mr. Frank Ebere O. Oliver serves as the Vice President of the Human and Environmental Life Preservation and Empowerment and Relief Organization Inc (HELPER), where he provides strategic support to the executive leadership and plays a key role in advancing the organization’s empowerment objectives.
He holds a degree in computer science and is based in Nigeria. In his leadership capacity, Mr. Oliver oversees HELPER’s information technology training and digital empowerment programs, focusing on building practical skills, improving digital literacy, and creating technology-driven opportunities for individuals and communities.
